Synthetic Site Specific Seismic

I have been tasked with developing a synthettic site specific seismic program for our office which will help us determine Site Classes (per IBC) and spectral responses based on past, nearby earthquakes. I have run across mentions that the Monte Carlo statistical method is often used. Additionally I have read that the SvE procedure is commonly used. Can someone provide me with information on these two things?

I only deal with earth and water so I am getting out of my depth (I passed, but the CA seismic test taught me to stay out of it), but this is my favorite website and may perform some of what you want:
