Synthetic Site Specific Seismic

I have been tasked with developing a synthettic site specific seismic program for our office which will help us determine Site Classes (per IBC) and spectral responses based on past, nearby earthquakes. I have run across mentions that the Monte Carlo statistical method is often used. Additionally I have read that the SvE procedure is commonly used. Can someone provide me with information on these two things?
