How to operate the lower UCP204.1 will not synchronize the upper UCP204.2
I'm modifying lower level UCP204.1
The upper UCP204.2 will be modified together, which is not what I want

You can't modify instances of the same part independently. Use "New from" command to create new part and replace one of existing instances with it.

You can modify subassemblies/assembly constraints independently of each other (see flexible assembly in CATIA help) to model open/closed fixtures and such.
