Swivel vs Shoulder Bolt

So here's the issue:

I am designing a swivel (1.9" dia OD of high strength 416 SS) the load will be retained by a 1/2" shoulder bolt that spans a .65" channel through the middle of the swivel end.

Issue: I am unable to find any guidelines on how close the bolt can be from the end of the swivel - any analysis that I have done with Cosmos shows wide safety margins - but I would still like to read over something more significant.

Currently the distance from the centre of the shoulder bolt to the bottom surface of the swivel is .55" (the shoulder bolt is 1/2" dia - thus the minimum material thickness is 0.3")

Any direction would be appreciated. Thanks for reading.
