There is a very hack way to do this, but I would strongly reccomend against it. It breaks the naming relation between the tag listed in the table and on the drawing, so it could easily become inaccurate and misleading.
1) Click on Table
2) Click on the cell that contains the Tag
3) On the left, Click 'Equation' and enter '1'
4) Go to the next tag and enter '2'
By doing this, you can create your re-order the rows how you like and then assign your own custom number to each row.
The BIG problem, the tags in the drawing do not update to your new custom number, they will still show A1, B1, B2,... with no correlation to the numbers in the table. (however the co-rodinates should update properly)
Now, right-click on the tags in the drawing and 'hide' all of the tags. Re-Lable each hole by Inserting a 'Note' next to each hole with the number that matches the number in the hole table.
This will give you the results you are looking for, but creates the huge potential for errors if someone changes the model and doesn't update everything. As noted above, there is no relation between the hole table and the number in the drawing. So, if you delete a hole you will need to manually re-number everything.
