SVLs for 33 kV Cables

I wonder if any SVLs are required for single bonded 33 kV cables? I normally see them on 66 kV and above
 
Yes, if the cables are long enough for the induced voltage at the unearthed end of the armour exceeds 2kV during an external single phase to ground fault.
