It depends a little on what you mean by "Surge Analysis" ...
Surge Analysis is sometimes called "Waterhammer" or "Steamhammer" analysis in Powerplant and process industries.
There is analysis software available that will develop a forcing function for a particular piping system.
The forcing function results are then typically used to perform a more complete stress analysis of a piping system using an analysis program such as CAESAR-II. The resultant stress levels and loads on pipe supports can be then evaluated.

My opinion. It's more easy to prevent water hammer using special methods like slowly closing valves, using buffer tanks, etc. instead of fighting with it's aftermath like loads, displacements etc.
