This is really just a reevaluation of this thread (A great thread by the way):

Basically I was wondering if there has been any texts/codes/manuals published since this thread that would help explain or determine where the "cut-off" is for an offset surcharge.

What I would like is some publication that I could reference that would list some parameters that says if the offset surcharge is beyond the failure plane or 1:1 then it will not influence the wall.

I'm also wondering if cap4000 has changed is his opinion.

AASHTO Standard Specifications for Highway Bridges has a criteria. They say if load is within one-half the height of the wall (measured horizontally away from the wall), to include the surcharge.
