Stud Spacing & Story Height

Is there a requirement for maximum stud spacing for certain number of building stories in the IBC? I thought i've seen this before, but can't seem to find it now. This is being brought up because my builder wants to increase the pony walls to 6ft tall, which should trigger the building as now having another story.
 
Never seen that but it may exist. I would do the math using the NDS equations based on the actual gravity and wind-loading.
 
I think the 24” max spacing could stem from the ability of GSB and plywood to function without buckling. Never seen ply on walls rated for more than 24”.
