Stub On Connection Tollerance

Connection is Stub on between tube and header.
Tube ID is 69.1 mm and hole diameter is header is 50 mm.
Code of construction is ASME Section I.
Joint is full penetration weld as per Figure PW-16.1(a) but without backing strip.
So there is a mismatch of tube ID and Hole ID 69.1-50=19.1 mm.
Is this joint is acceptable?

Just curious!
Why don't just you make the hole bigger?
 
Acceptable per ASME Sect. 1 -- yes
Acceptable per 'general workmanship' or 'will function as designed' -- NO

We cannot make the hole bigger because we have placed the order for the header. Longitudinal Ligament efficiency governs the design in our case, we cannot decrease ligament efficiency by making the hole bigger.
