I've seen a 'peening gun' (basically a needle scaler with blunt needles), used to remove welding distortion in complex steel weldments.

It's skill-intensive but effective.

I wouldn't call it stress relief, because it doesn't relax locked-in stresses, it just offsets them with new local compressive stresses.
