Stress concentration factor

What is the formula for the stress concentration associated with a shaft under torsion through a plate or ring? I need this now and I can't find it in Roarke's or any of my references. Darn!
 
I don't understand your geometry, however it sounds like you have a shaft with a shoulder fillet.

Try the popular book " Stress concentration factors" by R E Peterson,under section 3 - Shoulder fillets.
 
Check Roark 5th edition pg 600 case 17c. If that's not your geometry maybe you should try again to explain your problem.
