Storm Inlets and Frost Heaving

My region experiences frost depths to 7.5 ft deep in expansive clays. Inlets are an issue in the curbs from the movement. A few years back I talked to a guy who claimed designing shallow Inlets with a sump below the the frost line and concrete filled to invert helps the heaving. I have brought this up to others and they don't seem to agree. Anyone here have any advice on this?

Consider filling with frost free material ( crushed stone aggregate , ballast ..) btw the inlet gully bottom and frost line..

More info please:
-how deep are the basins?
-are clays expansive due to moisture/swelling, or heaving due to frost/ice lensing?
-what moves/heaves, the curbs or the basin, and how much?
-does movement occur in winter, but then subside after spring thawing?
-what is depth of gravel/NFS material below curb/pavement?
