Steel Tower with Masonry Shear At BTM Level

Has anyone ever designed a steel (open sides except at the top, there is glass at the top) stair tower with shear walls at the btm level? The stair tower is appr. 50' tall. I am using moment connections/masonry shear wall(at btm level) in direction 1 and x-bracing/masonry shear wall (at btm level) in direction 2. Is this possible? If so any thoughts on how to get lateral loads into shear walls and adequate model the shear walls in RISA or STAAD. Thanks
