Steel Columns in Parking Garages

Hello,

Do steel columns in parking garages need to be encased in concrete? I know by code that the columns need to be designed for impact loads from vehicles. Typically I call out for a bottom 4' of column to be encased in reinforced concrete with corner guards to provide an extra level of protection so that in the event of a such an impact that the section of the steel shape is not compromised. The building is also in the northeast and salt can be a problem, so the concrete adds further protection.

Is there anything in the code that says that incasing the steel in concrete is a requirement aside from fire protection?
