Steel Column eccentric load.

Now i've seen several posts of this same question, but i see a lot of people just rationalizing their own design. So here is my question:

Has anyone seen a reliable article or example on the consideration of eccentric loads from shear tabs on steel HSS or WF columns?

I'd like to get a conclusive answer to this, not just an good argument. Some say the eccentricity should be computed from the bolts, some say from the face of steel, some say no eccentricity. Let's hear from a good source. Anyone have one?

Good Source: Free Body Diagram and Equilibrium of Forces and Moments.

The AISC connections manuals and supplements cover eccentricity in shear tab design. I think if you draw the FBD and take sum of forces and moments = 0 you'll find a good source without rationalizing or guessing.
