Steel Channel Web Local 'Pullout' strength

The situation I am looking at is an insulator string assembly that is bolted perpendicularly to a hole in the web of a steel channel (channel is fixed at both ends with no other significant loading). The force from the bolt/assembly acts normal to the web.

I need to find a method to determine the minimum force required to cause local shearing or 'pullout' that would happen at the edges of the washer.

If you are looking for a prediction of the actual load the better would be tests with the actual materials, details and environment, then use statistical tools to gauge the likelihood of the failure happening.

To produce safe designs you maybe only need at most analyze the detail starting with a 3D model of the shape with the hole and other reasonable restraint and maybe eccentrical loading to one side.

Other modes of failure, particularly entailment effect of the cable may cause rupture there. This will be even more so true if fatigue makes to vary the angle at which the cable enters the anchoring outfit.
 
I guess you can use "Yield Line Analysis" on the channel web to determine the load that will cause yield, and use 0.9 factor to determine the maximum safe load.

Search the net for the yield line analysis to get a guidance if you need it.

Supplanti has the best option.

A steel plate will fail in bending before it fails in shear for almost all reasonable s/d ratios.
