what is the best grade of stainless steel (bars and plate) which can be easily welded, is cheap and readily available and provides reasonable hardness - 303, 304 or 316 or something else?

Weldability, price, availability and hardness are all relative. What are you doing with it?
 
it will be a survey monument, located in a spillway, subject to erosion from flowing water, rocks, sand etc. will need to weld a plate to the top and embed in a concrete structure.
 
Either 304L or 316L will work for this application. Both are weldable and corrosion resistant.
