looking into having a casting done in SR319, which i am told is strontium reinforced 319 grade recycled aluminum.

however i would like to know more on the machinability and other properties of the metal.

The strontium isn't reinforcement but rather, a grain refiner. It gives a finer grained solidification microstructure. This gives some improvement in mechanical properties:

The finer microstructure, particularly the smaller silicon grain size, reduces tool wear. -- ASM Handbook, volume 2.

Recycled aluminum is merely cost cutting by the foundry.

perfect just what i was looking for.
i'm thinking the aluminum is recycled owing to the foundry being over seas

Actually, there is a large percentage of casting alloys that are obtained via recycling even in North America. All of those automotive engine blocks, heads, etc. that are reclaimed from junkyard vehicles are part of a very well integrated recycling chain. Only ~ 25% of the mass of an automobile is not recycled, and that is almost entirely the non-metallic stuff (tires, foam, upholstery, etc.).
