Spirit or LEED?

In the past, we have used Spirit for military jobs instead of LEED. On our most recent project, we are using LEED. Two questions:

1) What/who determines Sprit or LEED on Federal work? It seems like it simply comes from the base XO or an agency reviewer. Isn't there a protocol?

2) What is the difference conceptually? They both appear to require roughly the same things.

As for your other question, there is no specific protocol for much of anything. Even though metric is supposed to be used for specifications, you'll find meters, yards, miles, kilometers, and nautical miles all in a single specification.
