Specification on material quality

Does anyone know the proper way to specify on a drawing that we want the shop to select out unflawed sections from their supplied material length? We are building Underwater Viewports out of 6" cast acrylic pipe. How do we properly communicate we need the material in our part to be largely unflawed both physically (the stress of the ocean depths) and optically. ASTM D5436-99 does not appear tight enough a specification as it allows 4mm bubbles or flaws for material over 3" diameter.
 
This has been a question that has been pondering me as well I hope someone comes up with a gret solution. I just checked on the date you posted this question, it's pretty long ago. I will try to look somwhere for this answer, if I find some info I will come back to post the answer.
