Special bearing under short duration load

I'm designing a structure having several bearings, and the maximum load case are from the combinations with wind and seismic loading.
If I can make those bearing fixed support on those load condition (wind and earthquake, namely, short duration load), the structure behavior will be better.

Is there any special bearing which can be a fixed point under gust wind or earthquake, while the bearings do not resist on common condition.

In bridge design, there're many those facilities such as STU.
 
In the good old days, a 30% overstress is allowed for resultant pressure includes transient loading effect. However, time has changed, as well as the code. For sure, check the latest building code for directions.
