spacings for gas storage tanks

We have produced water/skimmed oil tanks that are very corrisive. To limit oxygen into the system low pressure fuel gas has been added for blanketing (rather than inert gas)The capacity of tanks are approx 1200m3. and the ratio of gas to water/oil can be 25/75% each way.

my questions are
1. Should the produced water/oil tanks be treated as oil tanks for the purpose of minimum safety spacings ( as recommended by API etc)

2. I cant find any standards for the minimum spacings of low pressure Gas Holders. All the standards relate to Liquified Gas Storage.......suggestions please
