spacing of caliper

hello all.
friend of mine is assembling a cobra kit car(high end kit)
his front brake calipers would not line up with the rotor,he was advised to put hard washers under the mounting suface of the caliper,thus moving it to the inside and line up with rotor.
my opinion is that this is not safe.

my thought is the rotor should be spaced to the outside to match the caliper.
we are talking about 1/2" of offset here.

comments?
 
Were all the brake parts supplied with the kit? Sounds like some parts are wrong or mismatched.
I'd be investigating if the offset is indicating my scrub radius is extreme. 1/2 inch wheel offset did some bad things on my old Volvo.

Generally I'd want a continuous plate for a shim under the caliper , not a couple of stand-offs. But would agonize a bit over the caliper bracket for a while too.
