1. Leverage REACHBACK capabilities. a) you obviously have access to the web. b) contact your home office and get them to send you what it is they want you to produce.
2. You can purchase the RSMeans books and have them sent to you anywhere. APO's are no exception.
3. "Here's the funny thing, not one single company bidding over here even knows about the RS Means format. When they submit a bid, they actually recreate our SOW and add in some of their statements and submit it BACK to us. They do the same thing with the drawings. I can actually sit and review their technical proposals and read verbatim et literatum straight from our SOW."
Without telling us too much about what you're doing, here's what I deduce: You work for a highly-visible agency. You're charged with writing scopes of work that a highly-controversial contractor is supposed to execute. Time is the most important engineering material, so it's got to be done fast - that means it's going to be expensive, but done it will get. You were originally instructed (to some degree) that vague SOWs were "good enough" and that putting in certain specs, etc. would be too much... Now the PM's have discovered that doing business this way is really expensive - and it's your fault, so they're trying to impose some sort of controlling mechanism on the way projects are delivered/executed. And of course, the contractors have NEVER heard of whatever method PM is requiring. Most contractors don't even know what a hammer is until you pay them enough.
4. If you have the time to do all this research - stuff that your estimating department is, per your discription, already has a good handle on, then your process is more important than your product. If you're in a "warzone" - as you say - just what the heck are you doing there? While you're researching something that your own BM's, er PM's, don't know enough about, brave people are getting killed, no? Tell the PM's that there's a war going on and you have real work to do. If they're so worried about a process - a process/format that your company already has in place (why are you researching it? Call you chief estimator and get a copy) - who is doing the work?
If you are getting paid to hunt wild geese at PM's pleasure, look for another line of work. Unless you like pain.
