What's the solvent, what's its classification, and where is someone telling you need a flame arrestor? It sounds like someone want the device in the tank emergency vent discharge, but that's only a guess.
Since you won't say where your going to install the flame arrestor, I'm going to assume it's either on the tank's normal vent or emergency vent. In either case, an in-line flame arrestor is not required by NFPA 30 or the 2009 International Fire Code.
