SMRF detailing in low seismic zones

One of the building we are designing is located in a low seismic zone, but because of poor soil type and building occupancy type IBC 2000 requires us to use a Special Moment Resisting Frame System. My understanding is that irrespective of the seismicity level since we are using a Response Modification Value 'R' of an SMRF, we have to meet all the seismic detailing requirements per chapter 21 of ACI-318. Is this a correct assumption?

The detailing must follow the system used based upon the R selected. So if you detail to a particular system, you must use an R equal to or lower than the R indicated for that system.
