I don't know what app was used to create that sketch, but you can easily do it in Excel (Insert/Illustrations/Shapes. That's how I do 90% of the sketching in my calculations. The remainder are PDFs of an AutoCAD drawing.

I would do something like that in Bluebeam. To create the symbols you need to learn the differnt ALT keys.

Looks as if he created it with either Open Office or Libre Office, but then saved it with his Snipping tool to put it in the png format..
