I don't know what app was used to create that sketch, but you can easily do it in Excel (Insert/Illustrations/Shapes. That's how I do 90% of the sketching in my calculations. The remainder are PDFs of an AutoCAD drawing.

I would do something like that in Bluebeam. To create the symbols you need to learn the differnt ALT keys.
