SJI joist girder as moment frame

Steel Joist Institute fabricators can design their products for end moments for use in moment frames. Can a SJI joist girder be used for seismic loads in an IBC06 seismic design category D building? If so what would you use for the basic seismic force resisting system and response modification coefficient?
 
In a SDC "D" - No way you can use a joist system as your primary lateral members.
 
That is what I figured. The SJI manual only talks about wind moments. I have also asked SJI about this and apparently they have a new release of their Technical Digest #11 that is due out this week, which deals with lateral moments. They have told me that it is greatly expanded and includes seismic moments. I will repost once I see what they have.
