Sizing PSV for fire case without latent heat

My question is simple but the answer probably is not. Can a PSV be sized for the fire case when the latent heat is not known for the liquid?

To size the safety relief valve you must know the relieving flow rate which calculation requires the latent heat of vaporization of the mixture (or pure component).
