Can a site classified as Site Class F due to liquefaction potential have a Site Class D designation change due to pile foundation support?

I think that the site class would remain Class F for a traditional foundation pile. An exception might be the use of a rammed aggregate pier or a stone column where liquefiable soil is responsible for the Class F designation where you might be able to argue that the the rammed aggregate pier or stone column could mitigate the risk of liquefaction.

No.. For piled foundations on sites with liquefaction risk , you should look the requirements of Standard Section 12.13.8.3. The pile design shall consider the effects of liquefaction and liquefaction induced downdrag .
In case of soil improvement ( grouting, stone column ..) you may urge the site class is upgraded to D as ERICREJOIN stated.
