The "m" output is a measurement output for the machine, and it contains 16 different measurement parameter signals combined in a vector that are sent out on a single signal wire. The block you've circled is a demultiplexer, or demux, that allows extraction of the signals desired on the multi-signal wire out of "m" into separate signals as indicated on your image. See for help. I'm not sure why the demux block is used instead of the special Machines Measurement Demux block provided in the Machines library of the Power Systems Blockset, though. I'd have probably used that instead.
