Side face blow-out failure and edge distance for Headed anchor/headed bar

How can we optimized Side face distance (Concrete edge to Center of bar) while using headed anchor in place of hooked bar/development length. Code to be referred. ACI 318-05 Section D5.4

Side face blowout is a bit of an odd failure mode, but strut and tie can provide a solution. Link
