Should sectorizacion valves (normally open) be listed?

I need to know if shutoff valves (normally open) of firefigthing system are included in section 4.1.2 "All devices and materials used in stand pipe systems shall be listed, ...". If not by that section wich NFPA says otherwise.

NFPA 14; 4.1.3 says "Components that do not affect system performance, such as drain piping, drain valves, and signs, shall not be required to be listed".
The shutoff valve I ask is normally open and does´t affect system performance, so it should be un-listed?

If you are talking about a valve that could cut off the water to all or part of the system

Normally it is listed

Normally it is able to be monitored for tamper

You need to clarify what you are asking. My default answers are always going to be the most restrictive provision in the NFPA standard until more information is presented.

What does your shut-off valve close? Is it an isolation valve between standpipes, is it a shutoff valve on a drain, or is it a valve used by firefighters to control the flow of water through hose streams?
