Sheet Steel Sheathing with Flat Strap Blocking

Looking for interpretations of AISI S213-07 Lateral Design regarding flat strap blocking used at the edges of sheet steel sheathing.

Is it your interpretation that when you use flat strap blocking per section C2.2 item 8, that you do not need to take the 30% reduction from section C2.2.1 item 4? It seems to me that the reduction is probably due to buckling of the sheet steel sheathing panels, since overlapping the panel edges is just as effective at transferring the shear as blocking, but is susceptible to buckling.

Flat strap blocking; still take 30% reduction, yea or nay?
