Sheer stress on fixings

Is there a relationship between sheer and tensile strength of bolts/screws?
Is there a chart of metric bolts/screws which will give maximum sheer strength as I've an application where I may have to use M4x0.7 fixings to support a load in sheer.

I understand that the relationship is between allowable shear stress and minimum yield strength....such as 0.4 x min. yield strength = allowable shear stress.

Why do you not pilot the application or use
shear buttons or taper pins or dowels? Otherwise I agree with the earlier posting which equals about 1/4 of the
tensile stress.
