Investigating a shear of anchor bolts in fixed bearing on a slab bridge, I have the following question:
AASHTO 5th ed., in the comments on 6.13.2.12—Shear Resistance of Anchor Bolts, there is a reference to ACI 318-05, Appendix D for checking the concrete breakout strength of the anchors. Since I'm investigating Seismic event (Seismic Zone I), is it appropriate to use the phi factor of 0.7 as stated in C.9.3.2.5., or use the phi factor AASHTO 6.5.5 uses for seismic event- 1.0?

 
I would use the phi factor that provided the greatest factor of safety... just to maintain the bridge in case of a seismic event.
