Using Bond Breaker vs Sleeve for Anchor Bolts to address Ductility

In PIP STE05121 Application of ASCE Anchorage Design for Petrochemical Facilities it says the following:

“In the case of larger diameter anchors, the only relevant applications for using a sleeve are to provide stretch length to meet the requirements for the anchor to be a ductile steel element or where the anchor will be tensioned.

Would it be structurally acceptable to wrap the anchor bolt with Bond Breaker Tape instead of using a sleeve to meet the requirements for the anchor to be a ductile steel element or where the anchor will be tensioned?

Comments/suggestions are appreciated.

Yes ... you can eliminate the sleeve but the use of sleeve is necessary for precise alignment of anchors when required during installation of the equipment .

If a template is being used to place the anchor bolts for the vertical vessel, would that take care of the alignment of anchors required during installation equipment?

Template will help for the positioning of the anchors at the top of the foundation but does not ensure verticality precisely. If you are sure for the quality of workmanship, IMO yes OK .. delete the sleeve and wrap with electric tape for bond breaking .Moreover ,in this case the anchors can resist to shear.

A little out-of-plumbness can be resolved with spherical washers.

What is the proper way the bond breaker tap should be sufficiently & properly wrapped around the anchor bolt? Is there any technical documents that provide commentary on this?

I do not know any tech. document for this . There is a document Process Industry Practice PIP STF05121, Fabrication and Installation of
Anchor Bolts. You can get some info. My practice is the wrapping of industrial tape .
In my zone , flexible PVC DEBONDING SLEEVE is also commercially available and can be cut to suit.
