What should be main controlling factors that should be taken in account while deciding the depth where you want to place your shallow foundation ?

How do I calculate the threshold/allowable settlement ?

Your threshold/allowable settlement will come from some structural parameters. Here in Canada, the typical assumption is 25 mm. Differential settlement, in my mind, is more important than overall settlement though.
