You are starting with the assumption the material is the problem, which may or may not be correct. Best advise is to send the fractured shaft out for a proper laboratory failure analysis. You need to confirm (amongst other things) failure mode. whether there was damage resulting from operation, material properties, and minimum properties required for the shaft as it was designed in whatever component system it is in. Yes, there are ways to improve material strength but you first have to know what you have in terms of the failed shaft. (For example, understanding the heat treatment that was used and could be used on 1045 is highly relevant).
