Service test means that the whole piping system will test in operation pressure, yes or no? The question is...the EPC company of our project submit a test package which is, the system was divided in many packages..is it acceptable to test by sub assembly of piping....my concern is, how about the flange connection in tank, vessel etc...

What do you mean by this?
a. Flanged connections inside the tank or vessel or flanged connection on a tank or vessel?
b. Do you mean you are testing the tank or vessel?
c. Something else?
