For a new build steel structure - is there a hierarchal structure when using/referencing building codes/specfications e.g. First apply IBC (UBC?)rules then AISC and/or ASCE seismic provisions then FEMA specifications and finally NEHRP guidelines or are they generally equal in application as they more or less specify the same rules.
