Section III NB-3500 Design of Valves

The ASME BPVC Section III NB-3500 requires a fatigue analysis for valves greater than 4NPS and basically sends you to B16.34 for valves 4NPS and less to do a minimum wall calculation. Why/what was the reasoning for making 4NPS the cutoff?
