Section 1 Boiler Valve in-place test(on line Popping test)requirement for PSVs

Dears
If we have section 1 Boiler PSVs,even if we calibrate the PSV in the shop, we need to conduct in place test(on line popping test) at site. What is the reason behind this requirement.

Why a section 1 Boiler PSV needs to test at shop & then test at site?

These valves are critical safety elements. Hence they are tested on site. Apart from there could be national regulations which warrant such tests repeated every year.
 
nasim123 - please point out the paragraph in ASME Sec I where you see a requirement to do a pop test in the field. I don't know of such a requirement, and I can't find this in Sec I.
