In material specification SECC F20, what does the F20 mean?

Are you using a print like the ones I see here at work?

(Faxed, photo-copied 35 times, scribbled on, etc....)

Just seems too much of a coincidence that F20 is what you are reading and F is not a modifier, while E is the standard modifier for electrogalvanized coating weight.
