Sec. VIII Div. 2 Centrally Located Opening in a Flat Head

Looking at using paragraph 4.6.4 in Div. 2 for a centrally located opening in a flat head (UG-39 and App. 14 in Div.1). The equations seem manageable and I feel our application is best suited by this route. However, the opening in the head of our design does not meet the d>.5D requirement. Can I still use this paragraph despite the fact that the opening is not over half the diameter of the head? If not, can someone point me in the right direction? Everything I have seen deals with solving for large openings or exempting very small ones, I can't find where it explicitly states what to do for openings in the middle range.

Only 4.6.4.1 is applicable to 'large' openings, 4.6.4.3 does not have the same limitation. However you have also 4.5.12
