SE Utils in VB

I am looking into some add-ins for SE v11. I have some examples (in VB) and would like to expand on them. They reference 2 type libs , se.tlb and se2.tlb. These are controls and objects I believe I need. Are they available to the general public anywhere or do you need to buy them? I have searched for them with no hits anywhere.
