How can I set the screening to 25% and keep the outline at 100%? Is it possible to set different screening % on several opjects on the same dwg.?

yes by color and or by layer but ultimate ly its controled in your CTB/STB file (i recommend ctb cause you have a little more control)
but as for having a hatch that is screened at say 25% and the boundary of the hatch which is actually part of the hatch set to a screening of 100% there is no way but you can emulate it though by making one layer set to a color that in your ctb is set to 100% screening and draw either a pline or line around the edges of the object
