Dithering - Screening

I have a plan displaying new and existing construction. I have set the existing layer to screen at 20% (lighter than the new construction layer.) THe plotted image screens well with the exception of sometimes the existing screened layer overwrites the new construction layer. This is causing areas of the new construction to be distorted, screened/dithered out.

Has anyone come across this? Any suggestions?
