Scramble Pedestrian Phase

How can the controller of an existing 8-phase operating intersection be modified to accommodate an exclusive “scramble” phase? Since all eight phases are currently being used, would the scramble phase require an additional (9th) phase or can this be accommodated with the existing Type 170 controller and/or some auxiliary equipment?
 
My understanding is you'll have to lose one of the other phases.

For the life of me, I can't remember seeing a signal that used more than five phases. Where is this and what the heck is going on there?
